Priority access during major emergencies

During major emergencies or disasters, public communication infrastructures may experience diminished capacity because of harm to the infrastructure or massive public use. The ITU-T has instituted these requirements internationally as the Emergency Telecommunications Service. This requirement typically results in an array of legal and regulatory provisions that mandate providers institute architectures and practices that allow designated persons to obtain priority access to network resources and where allowed by national regulation, control over available resources.
