Introduction

Identity theft is a crime in which an imposter obtains key pieces of personal information in order to impersonate someone else. These crimes are facilitated through "pretexting," i.e., pretending to be the victim in communications with Identity Providers. The information is then used to obtain credit, merchandise, and services in the name of the victim, or to provide the thief with false credentials. In addition to running up debt, an imposter might provide false identification to police, creating a criminal record or leaving outstanding arrest warrants for the person whose identity has been stolen. Identity theft prevention is the subject of broad-based cybersecurity and cybercrime provisions ranging internationally from the Cybercrime Convention and ITU treaty conference action, to new legislation making "pretexting" a serious crime and mandating additional IdM measures by providers.
