Joint Coordination Activity for Identity Management (JCA-IdM)
Terms of Reference

1 Scope

The scope of the JCA is Identity Management (IdM) for telecommunications/ICT. The term IdM is understood as "management by providers of trusted attributes of an entity such as a subscriber, a device, or a provider." This management of digital identities is not intended to indicate positive validation of a person.

2 Objectives

a. To examine the deliverables of the Focus Group on Identity Management, in order to use them as baseline texts. Comments will be invited on the deliverables from the membership, and ITU-T SGs and JCAs, ITU-D WGs, and other SDOs and forums.

b. To develop and analyze Identity Management standardization items and develop an associated roadmap based initially on the reports of the Focus Group on Identity Management, and evolved as needed as a result of the work of the Study Groups and the IdM-GSI.

c. To provide for coordination and convening of the IdM-GSI as a successor mechanism to the Focus Group on Identity Management, and facilitation of its work relevant to Identity Management work of ITU-T SGs and JCAs, ITU-D WGs, ITU Secretary-General cybersecurity initiatives, and other SDOs and forums, as appropriate.

1. The JCA-IdM will ensure that the IdM-GSI work is progressed in a well-coordinated way. Strategic/planning issues can be brought to the attention of the JCA-IdM. The JCA-IdM will facilitate work assignment when it is not clear under which question work should be done and recommend an allocation of tasks. The JCA-IdM may create an ad hoc group to accomplish its TOR.

2. The JCA-IdM work includes ITU Study Groups and representatives from other SDOs and regional organizations will be invited to join the JCA-IdM whenever justified.

d. To act as a point of contact within ITU-T and with other SDOs on Identity Management in order to avoid duplication of work and assist TSAG in implementing Res. 4 of GSC-12 relating to Identity Management.

4 Administrative support

The Director of TSB will announce the establishment of this JCA in a Circular to the membership with copy to SG Chairmen. The TSB Secretariat will provide secretariat and facilities required by this JCA.

5 Meetings

It is proposed to hold the first meeting of this JCA 10-11 Dec 2007 and the second meeting during the weeks of 14-25 Jan 2008 in conjunction with NGN-GSI event and JCA-NID meetings. JCA-IdM will work electronically using teleconferences and with face-to-face meetings as needed. Meetings will be held as determined by the JCA and will be announced to its participants and on the ITU-T website.

5 Progress reports

The JCA-IdM will report to TSAG at its meetings.
