Introduction

Network interoperability involves the availability and sustantial use of a provider's network resources by other providers - frequently worldwide. The compensation for this availability and use among providers necessitates some form of IdM based accounting and billing regime. Different levels of accounting granularity and toll means may exist - typically on the basis of calls, packets, available routes or bandwidth. Diverse law and regulations combined with extensive industry normative standards and practices pertain to network interoperability.
