Need Common identifiers to ensure the accurate identity of network elements / carriers / people…. Globally unique identifier would be ideal

ETSI TCI is where Lawful Intercept standards are developed.

Sources for identifiers. Are there commonality of sources?

• Common Language • NANP • Carrier Codes

Need to do: - Discovery of what already exists as carrier/provider identifier.


Use for traceback to identify: • the source of an attack. • Network elements affected and not affected

Federation – one idea… is that it is a collection like-minded groups/individuals to exchange information under certain terms and conditions.

Need features to capture the identifiers of people, equipment, time and location for disaster response and recovery by Emergency Responders – for responders to communicate with victims and between each other to establish the extent of the situation and what actions to invoke, and Law Enforcement to recreate the incident to determine it’s root cause (creating a chain of evidence).

Need to have a means of discovery to enable the collection of identifiers involved in an incident (i.e., cyber attack, kinetic attack, outage caused by: accident, natural disaster, malicious action).


Identity protection is a requirement. However, need to ensure malicious mis-use is addressed so that regulations of services account for only legitimate use. For example … TDDY is used as a means of masking the caller (can be used by criminal elements and terrorists)


ID have shared rights to data. I.e, customer data – individual, company, Government.

Service Providers are required to abide by the laws / regulations of the country they work within.
