Avoiding market dominance

Except where there are overriding policy considerations such as national security, most jurisdictions try to avoid the existence of providers that exert "market dominance." Special network architectures or provisioning requirements may be imposed in some jurisdictions to avoid or minimize the effects of market dominance.
