Cyberstalking is a form of targeted intrusion by an anonymous party - typically against a single person who are frequently women - often with the intent to intimidate. In some jurisdictions, it it is a prohibited act to "make a telephone call or utilize a telecommunications device or the Internet, whether or not conversation or communication ensues, without disclosing identity and with intent to annoy, abuse, threaten, or harass any person at the called number or who receives the communications." 47.U.S.C. Sec. 233
